505.01 ANIMALS AND DOGS RUNNING AT LARGE.
   (a)   No person being the owner or having charge of cattle, sheep, geese, ducks, turkeys, chickens or other fowl or other animals, shall permit them to run at large upon any public place, upon any unenclosed lands or upon the premises of another.
   (b)   No person being the owner or having charge of any domesticated animal of any kind or description, including, but not limited to any dog or cat, whether licensed or unlicensed, shall permit such animal to run at large upon any public place, or upon any unenclosed lands, or upon the premises of another.
   (c)   No person, being the owner of or having charge of any domesticated animal of any kind or description, including, but not limited to any dog or cat, whether licensed or unlicensed, shall permit it to go beyond the premises of such owner or person having charge, unless such animal is on a leash sufficient to restrain it. Such person shall remove, and properly dispose of, by means of a litter bag or other suitable equipment, any feces deposited by such animal.

   (d)   Any dog within the limits of the Municipality shall be restricted upon the premises of the owner or keeper by means of a secured fastening or suitable enclosure, but no leash shall be required when a dog is under the supervision or control of the owner or keeper or handler, while upon such premises of the owner or keeper.
   (e)   The running at large of any animal mentioned in this section upon any of the places mentioned in this section is prima-facie evidence that it is running at large in violation of this section.

   (f)   (1)   Whoever violates this section is guilty of a misdemeanor of the fourth degree.

      (2)   In addition to the penalties prescribed in subsection (f)(1) hereof, if the offender is guilty of a violation of subsection (b) or (c) hereof, the court may order the offender to personally supervise the dog that he owns, keeps or harbors, to cause that dog to complete dog obedience training, or to do both.
