Members of the Police Department are authorized to seize and impound any bicycle operated in violation of terms and conditions of this chapter in such a way that the safety of the rider or of other persons is seriously endangered. Any bicycle so seized and impounded shall be held by the Police Department until the owner thereof or, if the owner is a minor the owner and the owner’s parent or guardian, personally calls at the Municipal Building and gives assurance to the Chief of Police that such violation shall not be repeated.
