Upon request, the Chief of Police shall issue a license tag which shall be a permanent license, without the necessity of periodic renewal or any further inspection. In the event of a change of ownership of any bicycle so licensed, the new owner or his agent shall notify the Chief, upon forms supplied by him, of such change of ownership, whereupon a new registration card shall be issued to the new owner, otherwise, the existing registration shall continue in effect on behalf of the new owner.
