The bicycle inspection required by Section 373.13 may be waived by the Chief of Police with respect to new bicycles purchased from regularly established stores engaged in the business of selling new bicycles. However, no waiver of inspection shall be made except upon presentation of a bill of sale, from such regularly established bicycle store, for the bicycle for which a license application has been made, containing all serial numbers and such other descriptive data required by the Chief.
