Upon the filing of the application required by Section 373.12, the Chief of Police shall cause an inspection of the bicycle to be made. Such inspection shall be for the purpose of ascertaining that such bicycle complies with the requirements of this chapter and for ascertaining the serial number or numbers thereon. The Chief of Police, or the person designated by him, shall, in the event any bicycle does not have a serial number or in the event the serial number is illegible, cause an appropriate number to be stamped upon the frame of the bicycle and enter upon the records the number so stamped.
