The Municipal Administrator shall designate or appoint, subject to approval of Council, some person to collect the coins deposited in parking meters. In collecting the coins, the person so designated shall remove the sealed coin chamber or compartment from each parking meter and deliver the same with seals unbroken to the Finance Director. The Finance Director, or a person he designates, shall count the coins so delivered and deposit the same to the credit of the City.
