353.10 NOTICE OF VIOLATION; WAIVER.
   Police officers, acting in accordance with instructions issued by the Municipal Administrator shall report:
   (a)   The number of each parking meter which indicates that the vehicle occupying the parking space adjacent to the parking meter is or has been parking in violation of any provision of this chapter;
   (b)   The state license number of the vehicle;
   (c)   The time during which the vehicle is parking in violation of any provision of this chapter;
   (d)   Any other facts, a knowledge of which is necessary to a thorough understanding of the circumstances attending the violation.
   Each police officer shall also attach to the vehicle a notice to the owner or operator thereof that the vehicle has been parked in violation of this chapter and instructing the owner or operator to report tot he Municipal Building in regard to the violation. Each owner or operator may pay tot he Clerk at the Municipal Building one dollar ($1.00) before 5:00 p.m. or deposit one dollar ($1.00) in a courtesy box before 6:00 p.m. on the day the notice of violation is issued or five dollars ($5.00) if not paid before 6:00 p.m. on such day but if paid within forty-eight hours of issuance of the notice of violation, in lieu of the penalty otherwise provided for the violation. The failure of the owner or operator to make payment in the amount and within the time provided above shall subject the owner or operator to the penatlies hereinafter specified for violation of this chapter.
