The Municipal Administrator is authorized and directed to establish zones, to br known as parking meter zones, upon such streets of the City as he shall select with the approval of Council for the location of such zones, and to cause parking meter spaces to be designated as hereinafter provided. The Administrator, from time to time, with the approval of Council, may add to, change or abandon such parking zones or any space or spaces therein. In selecting, changing or abandoning such parking meter zones, the Administrator shall be guided and governed by location, amount of traffic, demand for parking space, congestion of traffic, use of the street and all other traffic conditions which may exist.
