351.13 NOTICE PROCEDURE; PENALTIES.
   (a)   In cases where vehicles are found parked, unattended in violation of any provision of this chapter, law enforcement officers may enforce this chapter by using the following notice or “tag” procedure:
      (1)   The officer shall record the following: the time, date and place of the violation; briefly, the essential facts constituting the violation; the numerical designation of the Code section violated; and the state license number and make of the vehicle involved.
      (2)   The officer shall then attach to the vehicle a notice to the owner or operator thereof setting forth all of the information contained in subsection (a)(1) hereof and indicating the penalty and also the consequences of failure to pay as provided in this section.
   (b)   Whoever violates Section 351.04(e), (f) or (g), Section 351.03(d) or Section 351.14 when the person parks in violation of a properly designated fire lane on private property, shall be fined fifty dollars ($50.00) if the fine is paid within fifteen days of the violation. However, if the fine is not paid within fifteen days of the violation, the fine shall thereby double to one hundred dollars ($100.00). Further, if the fine is not paid within thirty days of the date of the violation, the violator shall be subject to the penalty provided in Sections 351.03, 351.04 or 351.14.
   (c)   Whoever violates any other provision of this chapter, shall be fined fifteen dollars ($15.00) if paid within fifteen days of the violation. However, if the fine is not paid within fifteen days of the violation, the fine shall double to thirty dollars ($30.00). Further, if the fine is not paid within thirty days of the date of the violation, it shall constitute a minor misdemeanor.
   (d)   If the owner or operator fails to make payment in the amount and within the thirty day period of time required in subsections (b) and (c) hereof the Police Department may cause a complaint to be filed alleging the violation and alleging that payment has not been made in the amount and within the period of time required, using the uniform traffic ticket, and serving it pursuant to the Ohio Traffic Rules.
