All reports, returns and information relating to the business of any operator coming into the possession of the Finance Director, his agents and employees, or the Board of Review shall be held confidential. No disclosures thereof, other than disclosures to appropriate municipal officials, shall be made unless ordered by a court of competent jurisdiction.
