Appeals from any ruling or decision of the Finance Director shall be made to the Board of Review which is hereby established consisting of the City Administrator who shall serve as chair of the Board, the Law Director and one elector of the City appointed by the Mayor. The Board may adopt rules governing its procedures. The Board shall have authority to annul, modify or affirm any ruling or decision of the Finance Director appealed from, in conformity with the intent and purpose of this chapter. Appeals shall be made in writing within thirty (30) days after the issuance of a ruling or decision of the Finance Director.
