The Finance Director is authorized to adopt rules and regulations not inconsistent with this chapter for carrying out the provisions of this chapter, including rules and regulations governing the issuance, revocation and denial of a license, and enforcing the payment, collection and remittance of the tax, interest and penalty herein levied and the reporting of the same.
