(a) There is hereby established a Street Tree Commission for the City of Rossford, which shall consist of seven resident members of the City, and also the City Administrator as a nonvoting member, who shall be appointed by the Mayor with the approval of Council.
(b) The Mayor shall appoint such persons, subject to the approval of Council, and all such members shall serve without compensation. All members of the Commission shall exercise one vote. Of the initial appointments four terms shall expire on December 31, 1989, two terms shall expire on December 31, 1988, and one term shall expire on December 31, 1987. Subsequent to the initial appointments, all appointments to the Commission by the Mayor shall be for terms of three years. A vacancy occurring during the term of any member of the Commission shall be filled for the unexpired term in the manner authorized for an initial appointment.
(c) The Street Tree Commission shall annually elect one of its members to serve as Chairman and a second member to serve as Secretary.
(d) The Street Tree Commission shall meet at the request of three members of the Commission or at the request of the Chairman.
