The Board of Health shall expeditiously develop and publish health standards for termination facilities. Such standards shall be compatible with standards which would be applicable to comparable surgical facilities. Upon notice and hearing, the Board is empowered to alter existing standards or to develop new standards, in accord with the requirements of the section and other applicable provisions of law, upon a finding that alteration or development is required on behalf of the public health. This section shall have no prohibitory application until such standards are available from the Board.
