The Grievance Committee shall fix a time, date and place for the hearing pursuant to Section 141.04, at which time the employee and the department head may introduce whatever testimony and present whatever witnesses they deem necessary for the proper presentation of their case. The hearing shall be held within forty-eight hours after the service of the notice upon the Council Grievance Committee member as hereinbefore set forth.
