(a) The City shall establish for the benefit of each police officer regularly employed on a full-time basis, a uniform account.
(b) The City shall pay into the individual uniform accounts on the basis of the following schedule:
(1) Four hundred dollars ($400.00) upon employment of a new officer, which shall be the City's full contribution for the first year.
(2) Two hundred fifty dollars ($250.00) per calendar year after the initial year of employment, except as provided in subsection (b)(3) hereof.
(3) For the balance of the calendar year in which the officer completes his first year of employment, a percentage of the sum allowed in subsection (b)(2) hereof, with such percentage being equal to the percentage of the calendar year remaining after the completion of the first year of employment.
(c) In lieu of the amounts established in subsection (b) hereof, the City may substitute new or used uniform items, the fair value of which shall be deducted from the amounts provided in subsection (b) hereof. In determining fair value, allowance shall be made for:
(1) Reasonable cost of alterations needed to fit the individual officer.
(2) Straight line depreciation based on original cost and expected life of new items.
(3) Allowance for any unusual wear.
(d) Allowances provided for in this section shall be used for the purpose of purchasing authorized uniform items and the maintenance and repair of such items; excluding, however, normal cleaning and laundry expenses.
(e) The balance of each individual account shall be carried over each year. When an officer leaves the Department for any reason, the balance in his individual account shall be turned over to the City's General Fund.
(f) All expenditures under the provisions of this section must be authorized by the Chief of Police and the City Administrator, and payment in all cases shall be made directly to the vendor supplying the uniform item or services in connection therewith, not the officer.
(g) All uniforms purchased shall remain the property of the City and must be returned in acceptable condition to the City upon the termination of employment. Failure to comply shall be cause for deducting reasonable value of uniform items from moneys otherwise due the officer.
(h) The City Administrator shall be authorized to adopt such rules and regulations concerning the administration of this section, as he deems necessary, not inconsistent with the provisions of this section.
