137.03 ANIMAL CONTROL OFFICER; POWERS AND DUTIES.
   (a)   The Mayor, if and as approved by Council, may appoint an Animal Control Officer for such period of time, and from time to time, at such compensation as Council authorizes. The Animal Control Officer shall supplement, within the City limits, the duties of the County Dog Warden in enforcing the provisions of Ohio R.C. Chapter 955, and shall assist in enforcing the provisions of Chapter 505 of the General Offenses Code of this Municipal Code. The Animal Control Officer shall report to the Chief of Police and perform such additional duties as prescribed by the Chief of Police in accordance with the policies and procedures promulgated by the Chief of Police.
   (b)   The Animal Control Officer shall have the same police powers as are conferred upon police officers of the City in the performance of his duties as prescribed by Ohio R.C. Chapter 955 and this section.
   (c)   The Animal Control Officer shall have power to summon the assistance of bystanders in performing his duties and may serve writs and other legal processes issued by any court within the limits of the City with reference to enforcing Ohio R.C. Chapter 955 and Chapter 505 of the General Offenses Code of this Municipal Code.

   (d)   After seizing any dog found to be in violation of any provision of law, the Dog Warden or other authorized representative of the City shall impound such dog for a period of not less than three days. During such time the owner may secure the release of the dog upon proof that such owner has duly registered the dog and that a dog license for the current year has been issued as provided in Ohio R.C. Chapter 955, and upon payment, to such agent of the City as the Director of Public Safety may from time to time direct, of a fee of an amount as provided by legislation of Council per day for each day such dog has been impounded. If the dog is not so redeemed, the dog shall be delivered to the County Dog Warden.
