(a) Chapter 935 establishes storm water rates and service charges. Monies collected from these charges are to be utilized solely for the management of storm water, capital improvements and maintenance of the storm water system. Funds collected are to be deposited in a designated enterprise fund for said use.
(b) The Public Works Department shall promote the public health, welfare and safety and provide for the: (1) safe and efficient capture and conveyance of storm water runoff; (2) mitigation of the damaging effects of storm water runoff; (3) addressing of storm water problems; (4) funding of the activities of storm water management; and (5) design, planning, regulation, education, coordination, construction, operations, maintenance, inspection and enforcement activities related to storm water; (6) compliance with Local, State and Federal regulatory requirements related to Stormwater.
