(a) The Clerk shall attend to all correspondence incidental to such office, attend to the duties of such office pertaining to notice of meetings of Municipal Bodies, and perform such other duties as the Charter or Council may require.
(b) Any of the duties of the Clerk of Council may be performed by any person acting in behalf of or under the authority of the Clerk.
(c) Failure of the Clerk to strictly adhere to the duties of the office shall not render void or ineffective any action of any Municipal Body.
