125.04 CUSTODIAN OF OFFICIAL RECORDS.
   (a)    As used in this chapter, "Municipal Body" means:
      (1)    Council.
      (2)    All committees of Council.
      (3)    Municipal Planning Commission.
      (4)    Board of Zoning Appeals.
      (5)    Civil Service Commission.
      (6)    All other boards and commissions provided for by Charter, ordinance or resolution.
      (7)    All committees of the above Municipal Bodies other than Council committees comprised of members of such bodies, if they are comprised of a majority of the members of the main Municipal Body, or are decision- making committees.

   (b)    The Clerk shall maintain at the Municipal Building all ordinances and resolutions passed by Council, in book form, arranged numerically, cross-referenced by title, and authenticated by his signature. Commencing January 1, 1992 and thereafter, ordinances and resolutions shall be numbered by indicating the year that the ordinance or resolution is first placed upon the agenda followed by the consecutive number for that year, for example: Ordinance No. 92-001 or Resolution No. 92-001, and followed consecutively for the remainder of a given year.

   (c)    The Clerk shall maintain at the Municipal Building a master copy of Municipal Code which is the codification of the Rossford ordinances and resolutions, a master copy of all standard codes and a master copy of all other materials adopted by reference in ordinances such as the Zoning Map.
   (d)    The Clerk shall maintain at the Municipal Building a record of all other proceedings of all of the Municipal Bodies including the minutes of the meetings of those bodies, and a record of the motions, votes and other actions and proceedings of those bodies.
   (e)    Such materials shall be open at the Municipal Building for public inspection at all reasonable times.
   (f)    Such materials shall be kept current. When any of these materials are changed, the Clerk shall indicate such changes on the master copies. So long as the City has a contractual agreement with any person, firm or corporation for keeping these materials up to date, the Clerk shall keep such person, firm or corporation advised of all changes.
   (g)    Additional copies of standard codes shall be made available for sale to interested persons, at prices established by Council.
   (h)    When contracts are made with persons, firms or corporations for publication of standard codes, it shall be specified that the codes shall be numbered as in the Municipal Code.
   (i)    The Clerk of Council shall be the official of this City, having the legal custody of the materials referred to in this section.
   (j)    The Administration shall designate proper office personnel to aid in the facilitation of the Clerk's duties.
