If the owner, operator, or person in possession or control of the property herein fails to comply with the notice provided in Section 555.02, the Zoning Inspector shall cause such noxious weeds and/or grasses to be cut and destroyed and may employ the necessary labor to perform such cutting and destruction. The expenses so incurred shall be paid out of moneys in the Treasury of the City and appropriated by Council for the purpose of cutting and destroying noxious weeds and/or grasses on lots and lands in the City.
