The Mayor shall appoint, subject to the approval of Council, three members of Council to serve and be known as the Council Grievance Committee, a majority of whom shall constitute a quorum. All decisions of the Committee shall be by majority vote. The Committee shall make rules and regulations covering the procedure for the taking of testimony that they deem reasonable and proper. The Committee shall make recommendations to the Mayor, in writing, within forty-eight hours of the Committee meeting.
