115.11 GENERAL.
   (a)    When the Clerk gives oral or written notice of a special meeting, he shall state the specific or general purpose of the special meeting then known to him and may state that any other business that may properly come before the Municipal body at such special meeting may be considered and acted upon.
   (b)    When the Clerk gives written notice, he may do so by supplying a copy of the agenda of the meeting in question so long as it sets forth the purpose or purposes of the meeting, if it is a special meeting.
   (c)    A reasonable attempt at notification shall constitute notification in compliance with this chapter.
   (d)    Failure of any Municipal body of this Municipality to strictly adhere to these rules shall not render void or ineffective any action of that body, providing that there is substantial compliance and no prejudice occurs.
   (e)    The minutes of a regular or special meeting of a Municipal body shall be promptly prepared, filed, and maintained and shall be open to public inspection.
   (f)    The minutes of a regular or special meeting of Council shall conclude with this sentence: "All meetings and deliberations of Rossford Municipal bodies, including this meeting, at which subjects were acted upon as reported herein, have been conducted in accordance with the Ohio Open Meetings statutes."
   (g)    It is the intention of this chapter to comply with Ohio law relating to open meetings, as such law presently exists and as it may be amended from time to time by the Ohio legislature.
   (h)    If any section or part of this chapter is found to be unconstitutional, illegal or invalid, such finding shall affect only such section or part of this chapter.
