115.08 SPECIAL MEETING NOTIFICATION REQUIRED; EMERGENCIES.
   (a)    No body of this Municipality shall hold a special meeting unless it gives at least twenty-four hours advance notice to news media that have requested notification, pursuant to this chapter, except as set forth in subsection (b) hereof.
   (b)    In the event of an emergency requiring immediate official action, a special meeting may be held without giving twenty-four hours advance notice to news media that have requested advance notification of special meetings or to persons who have requested advance notification of meetings at which specific types of public business is scheduled to be discussed. Any one or more of the persons calling such special emergency meeting, or the Clerk in their behalf, shall immediately give oral or written notification or both, as such person determines of the time, place and purpose of such special emergency meeting to the media that have requested advance notice and to persons that have requested advance notice of discussion of specific types of business to be discussed at such special emergency meeting. The minutes or call, or both, of such special emergency meeting shall state the general nature of the emergency requiring immediate official action.
