(a) The City Administrator shall attend all regular, special and Committee of the Whole meetings. His presence may also be required at other committee meetings, if requested.
(b) The Clerk of Council shall attend the regular, special and Committee of the Whole meetings of Council. He shall also attend other committee meetings, if requested.
(c) The Solicitor shall attend all regular Council meetings. Upon request, he shall also attend, where his presence would be helpful, special Council and committee meetings.

(d) Department heads shall not be required to be present at any Council or committee meeting, unless arrangements are made prior to the meeting for their attendance.
(e) The presence of other City officials may be required at Council meetings if requested.
