(a) A motion to declare an ordinance or resolution an emergency measure pertains to the effective date of the ordinance or resolution after passage, rather than to the number of times it must be read before passage.
(b) The effective date of ordinances and resolutions, except those covered in the second sentence of this paragraph, is thirty days after:
(1) Approval by the Mayor;
(2) Expiration of the time for disapproval by the Mayor; or
(3) Passage after disapproval by the Mayor.
The effective date of ordinances and resolutions pertaining to appropriations, annual tax levies, certain improvements upon petition described in the Charter, and those adopted as emergency measures shall be upon approval by the Mayor or expiration of the time for disapproval or passage after disapproval.
(c) A motion to declare an ordinance or resolution an emergency measure should state the reason for the emergency. It should indicate adoption is necessary for the immediate preservation of the public peace, health or safety; indicate a public rather than private emergency; and preferably indicate the specific nature of the emergency.
(d) When an ordinance or resolution is adopted as an emergency measure, each member of Council shall be furnished with a full copy of the proposed legislation prior to adoption.
