(a) No vote shall be taken on an ordinance or resolution until the reading requirements of the Charter, which are clarified and stated herein, are met.
(b) Every ordinance and resolution shall be read at three different meetings of Council. However, if at the time of the first or second reading, five members vote to dispense with the second and third readings or third reading then one or two readings, as the case might be, shall suffice. After an ordinance or resolution has been read for the third time or the first or second time if members have voted to dispense with the second and third or third readings, as the case might be, it shall be voted upon.
(c) When an ordinance or resolution is read, it shall be read fully and distinctly. However, if five members vote to read by number and title only, it then shall be read in this manner. Upon request of any member of Council, any ordinance or resolution shall be read fully and distinctly at least once before it is voted on.
