111.08 RECONSIDERATION.
   (a)    A motion to reconsider a subject that has been acted upon favorably must be made before adjournment of that session of Council. A motion to reconsider the vote on the passage of any legislation that has been disapproved by the Mayor, and Council's reconsideration of such legislation, must be accomplished not later than thirty days after the date upon which the Mayor returned the disapproved legislation to Council with his objections. A motion to reconsider any other subject must be made not later than the next regular meeting after action was taken on that subject.
   (b)    Motions to reconsider may be made only by members who voted with the side that won or prevailed in the prior vote of Council on the matter.
   (c)    A motion to reconsider shall be in order at any time except when a motion, or discussion, on some other subject is before Council. If a motion to reconsider is laid on the table, it may be taken up and acted upon at any time when Council is engaged in new or miscellaneous business.
   (d)    No motion to reconsider shall be made more than once on any matter or subject. The same number of votes shall be required to reconsider a prior action of Council as would have been or was required to pass or adopt the matter acted upon. Passage of legislation disapproved by the Mayor on reconsideration must be by approval of five or more members of Council.
