111.04 VOTES NECESSARY TO PASS LEGISLATION; QUORUM FOR TRANSACTION OF BUSINESS.
   (a)   An affirmative vote of at least a majority of the members of Council shall be required for the passage of every ordinance or resolution. As provided in Article III, Section 11.0 A. of the City Charter, all legislative action by Council shall be by ordinance or resolution introduced in written or printed form.
   (b)   If a majority of the members of Council are present at any regular, special or organizational meeting, a quorum is present. A majority of those present at such meeting, may take any action not requiring the vote of a larger number.
   (c)   Two members of any three member committee of Council shall constitute a quorum for the transaction of the business of this committee. All questions before three member committees of Council shall be decided by a majority vote, that is by two of the three members.
