(a) Every member, when about to speak on a question or to make a motion shall address the Chair. The Chair shall then pronounce the name of the member entitled to the floor. The member with the floor shall confine his speaking to the question and avoid personalities.
(b) No member shall speak more than once on any one subject until every member choosing to speak on the subject has spoken, nor more than twice upon any one subject, nor for longer than ten minutes on any one subject without leave of Council.
