Any officer or member of Council of the Municipality who shall at any time during his term fail or cease to possess the qualifications for such office prescribed in this Charter shall forfeit his office and the same shall thereupon become vacant. The forfeiture of such office shall not render void or ineffective any action taken by such officer or member of Council in his official capacity prior thereto.
