The adoption of this Charter shall not affect any preexisting rights of the Municipality, or any right of liability or pending suit or prosecution, either on behalf of or against the Municipality or any officer thereof, or any contract entered into by the Municipality, or any franchise granted by the Municipality, or any pending proceeding for the authorization of public improvements or the levy of assessments therefor. All ordinances, resolutions, rules and regulations in force in the Municipality when this Charter takes effect, and which are not inconsistent with the provisions of this Charter, shall continue in full force and effect until amended or repealed.
