No person shall remove or cause to be removed the wheels or tires from any trailer except in an emergency. No person shall in any manner elevate, block or stabilize any trailer other than with a jack designed or provided for that specific purpose. No person shall permit the occupancy of a trailer by a greater number of persons than that which the trailer was designed to accommodate. The occupant of any trailer shall not permit the draining of any waste or water over the ground or on premises on which the trailer is parked.
The person to whom the permit is issued and the owner or occupant of the premises on which the trailer is parked shall both be held responsible for the violation by any occupant of the trailer of any law of the State, ordinance of the City or rule or regulation of the State or County Departments of Health.
