Every trailer for which a permit has been issued shall have displayed on the outside thereof the permit issued for it. The City shall have access at all reasonable hours during the time the trailer is parked, for the purposes of inspection, to ascertain that the occupant thereof is complying with the laws of the State, ordinances of the City, rules and regulations of the State Department of Health and those of the Wood County Department of Health.
