Prior to the issuance of any permit to park, use or occupy a trailer, the Municipal Administrator shall cause an inspection to be made of the premises on which it is intended to park, use or occupy the trailer, and before the issuance of a permit he shall be satisfied that adequate facilities are afforded for the disposal of waste and excreta on the premises involved. The Municipal Administrator shall further satisfy himself that any and all rules and regulations of the City and of the Wood County Health Department have been complied with by the applicant and the owner or occupant of the lot or premises, prior to the issuance of a permit.
