1325.04 PROTECTION OF PERSON AND PROPERTY; REMOVAL OF HAZARDS AND DEBRIS.
   No demolition, wrecking, razing or removing of any structure shall proceed and be carried out unless adequate provisions are made to protect the property and person of those owning or using adjoining property and to eliminate any hazardous conditions or conditions of unsightly mess or nuisance with respect thereto. No demolition, wrecking, razing or removing of a structure shall be considered completed, for the purposes of the provisions hereof, until the premises have been reasonably cleaned up, all debris and unsightly material removed, all hazardous conditions remedied or adequately safeguarded and all utility services properly disconnected or capped. Any undue delay in the prosecution of the work or the completion thereof shall be considered a violation of these provisions.
