No permit for the erection, construction or alteration of any building, plant or structure, other than a dwelling, related in any manner to fuel-burning equipment or to the discharge of any matter into the waters of the City shall be issued by any department of the Toledo government without such department simultaneously notifying the Commissioner of Air and Water Pollution Control of the type of structure, occupancy and use proposed.
