All new one, two and three-family dwellings with any living areas, including basements, below the grade line shall be backfilled around the exterior of the foundation for a distance of twelve inches wide and to within twelve inches of the finished grade line with stone or as otherwise directed by the Building Inspector. The pipe or tile shall be protected against infiltration from the backfill material.
