Before issuance of a certificate of final inspection, the general contractor of all buildings hereafter erected, constructed, equipped, altered, repaired or added to, shall file with the City a list of all subcontractors utilized to perform such work or services. The filing of such list shall not be a prerequisite to the issuance of a certificate of final inspection. However, if a general contractor has not filed such list, he shall be subject to the penalty of Section 1301.99.
