As used in this chapter:
(a) “Garbage” means all rejected, abandoned or discarded household waste, either animal or vegetable, wearing apparel, sweepings, and all other refuse matter capable of consumption by fire, except ashes.
(b) “Ashes” means the residue of any household fuel after the fuel has been consumed by fire, tin cans, metal utensils, bottles, metals, crockery and glass.

(c) “Householder” means any owner, occupant, lessee, tenant or any person in charge of any single or two-family dwelling.
