920.02 INSPECTORS; INSPECTIONS; PERMITS; PERMIT FEES; LICENSE FEES AND LICENSE BOND.
   (a)    The Municipal Administrator, with the approval of Council, shall appoint necessary sewer inspectors.
   (b)    Inspectors shall conform to applicable State laws and local ordinances, and shall include a check for proper grade of runs, tight joints and properly made tap or tap joint.

   (c)    If inspection of a sewer that has been functional for at least six months is required, the property owner shall pay or cause to be paid a fee for each inspection, in an amount to be established by ordinance, and shall permit the inspector to enter upon the property for the purpose of inspection.
   (d)    Before construction or installation of any private sewer or drain system, a building sewer permit shall be obtained.
   (e)    All applications for building sewer permits shall be made on a special form furnished by the City and signed by certified owners or agents. When property is owned by a company or corporation, the application shall be signed by an officer of such company or corporation. When the property is a joint ownership, both parties shall sign the application. The application shall be supplemented by any plans, specifications or other information considered pertinent in the judgment of the City Inspector. A permit and inspection fee, in an amount to be established by ordinance, shall be paid to the City at the time the application for a sanitary sewer permit or storm sewer permit is filed. Applications for building sewer permits requested by those not using water metered by the City of Toledo must be approved by the City of Toledo and such approval shall be given only upon the agreement of the applicant to such provisions as proper compliance for metering or measuring service.
   (f)    The minimum inspection fee and the fee for each additional inspection required shall be established by ordinance.

   (g)    A certificate of approval as authority to use plumbing and drainage shall be furnished to the contractor or builder by the City and signed by the City Inspector when construction has been approved.

   (h)    Original licence: An applicant for an original license must hold a valid sewer contractor’s license from a governmental entity other than the City of Rossford.
   Annual renewal: A license holder seeking an annual renewal must present a valid plumbing contractor’s license from a governmental entity other than the City of Rossford.
   Fees for the original license and renewal license shall be established by ordinance.
   Any sewer contractor or builder performing any work for which a permit is required by this chapter, who has not first obtained the license required by this section, shall be fined an amount equal to the license fee.
   Any original license that is issued in November or December shall be valid for the following calendar year.
   (i)   Any person licensed to engage in the construction or reconstruction of sewers shall file with the Municipal Administrator a bond in an amount to be established by ordinance, the surety thereon to be approved by the Municipal Administrator as to sufficiency, and such bond shall be subject to approval by the Law Director as to form.
