920.01 OBSTRUCTIONS; REMOVAL.
   (a)    No person shall obstruct any public sewer, gutter, ditch or waterway.
   (b)    The City shall have the right and authority to remove any obstruction placed in any public sewer, gutter, ditch or waterway at the expense of the property owner found guilty of obstructing the same.
