When an application for a license required by this chapter has been approved and the required bond has been accepted, the Municipal Administrator shall issue a license to the applicant upon payment of the annual license fee, the amount of which is to be established by ordinance. The license shall be valid during the calendar year of issue. Any paving contractor performing any work for which a permit is required by this chapter, who has not first obtained the license required by this section, shall be fined an amount equal to the license fee. Any license that is issued in November or December shall be valid for the following calendar year.
