903.01 ESTABLISHING AND CHANGING GRADES; PROCEDURES;     PUBLICATION OF NOTICE.
   Council shall at all times have the power to establish the grade and change the grade already established of any street, alley, boulevard, parkway, public highway or any part thereof as often as deemed best for the public interest and cause the same or any part thereof to be graded to the established grade or to any change thereof.
   However, when a change is proposed to be made in the grade of any street, alley, parkway, public highway or any part thereof which has once been established, Council shall, by resolution, declare the change to be necessary and shall cause a notice of the resolution, giving the name of the street or highway, the limits between which the grade thereof is proposed to be changed and the date on or before which any objection thereto must be filed with the Clerk of Council, to be published in the local newspaper at least once, ten days before any action is taken by Council on the matter.
