No person shall open up or break into the streets, lanes, alleys, public ways or public grounds for the purpose of connecting with water or gas pipes or with the sewers, drains or ditches, or for any other purpose whatsoever until that person has first obtained a permit from the Municipal Administrator to make the opening, prior to commencement of the work.
