The Council shall consist of seven (7) members all of whom shall be elected at large. The terms of the members of the Council shall begin on the first day of December next following their election. They shall serve for a term of four (4) years or until their successors are chosen and qualified; except that the four (4) councilmen elected on November 4th, 1969 shall fulfill the term for which they were elected, except that their term shall end on December 1, 1973. Three councilmen shall be elected at the election held in November, 1971 and shall take office December 1, 1971.
