The Chief of Police or his deputy shall investigate any complaint that may be made to him or to the Director concerning an incorrect meter or authorized device in operation on a taxicab or motor vehicle for hire. No taxicab or motor vehicle for hire shall be allowed to operate until the meter or other authorized device has been corrected and approved by the Chief of Police or his deputy and reported to the Director.
