Rates for special trips between designated termini shall be such an amount as may from time to time be filed with and approved by the Director.
No special trip rate may be used except with the approval of the Director or Council. Every taxicab shall carry in it at all times a rate card for all authorized rates, and such card must be posted in the cab so that it is plainly visible to passengers.
