721.34 CERTAIN PRACTICES PROHIBITED; DUTY TO FURNISH SERVICE.
   Owners or drivers of motor vehicles for hire and taxicabs are prohibited, except by approval of Council, from operating or causing or permitting such vehicles:
   (a)    To be operated over any regular route;
   (b)    To pass any specified point at regular intervals of time, or on any fixed schedule, or to cruise as defined in Section 721.01(f), for the purpose of picking up passengers;
   (c)    To be operated along any street or bus route and soliciting, by word of mouth, passengers from street cars and bus stops;
   (d)    When hired, to accept other passengers until the service for which it has been hired is completed, except in cases where a taxicab is operated under a special trip rate, or unless requested by a passenger.
   Taxicabs and motor vehicles for hire shall at all times, when in operation and not engaged, furnish service on demand to any orderly person for lawful purpose.
