721.15 LICENSED DRIVERS REQUIRED.
   No owner of any taxicab or motor vehicle for hire shall permit the same to be driven by anyone who is not a licensed driver. In the event such a vehicle is so driven, the Director shall revoke the license of such public vehicle.
